많은분들이 영국에 오시고 싶어하시는데 그 방법이나 자격요건들을 몰라서 힘들어 하시는것 같아 이렇게 어설픈 실력이지만 조그마한 참고 자료로라도 활용하시라고 고급인력프로그램에 대해서 올려봅니다. 방식은 지난번과 마찬가지로 처음 원문이구여 아래에 한글 번역입니다.

HSMP(Highly Skilled Migrant Programme)

The Highly Skilled Migrant Programme (HSMP) is designed to allow highly skilled people to immigrate into the United Kingdom to look for work or self-employment opportunities. It is different from the standard UK work permit scheme in that applicants do not need a specific job offer in the UK.[1]

The scheme was significantly changed on 7 November 2006 (with changes taking effect from 8 November 2006), with a points-based assessment for new applicants and those wishing to extend their stay being introduced. This has prompted protests, with many HSMP visa holders fearing that the changes will force them out of the UK,[2] and the joint House of Commons and House of Lords Human Rights Committee arguing that the retroactive changes breach human rights legislation.[3]

[edit] Points system

The HSMP system is a points-based immigration scheme, requiring a minimum of 75 points to qualify. As of 8 November 2006 the new criteria below apply:



[edit] English language (mandatory)

This is a fundamental difference with the new system. The applicant must evidence their English language ability by one of the following:

" International English Language Testing System (IELTS) Certificate to at least Level 6, issued within the last 2 years.

" UK equivalent Bachelor's degree that was taught in the English language.

" English Language Certificate considered equivalent to IELTS Level 6 such as TOEFL.

If an applicant cannot provide evidence that their English language ability then they are unlikely to be able to make application. Also note that degrees equivalent to a UK academic level higher than Bachelors, (such as Masters or PhDs) and professional/vocational qualifications will not qualify for the English language requirement.



[edit] Education qualifications (50)

Qualifications have to be equivalent to a Bachelor's, Master's or PhD to be awarded the respective points towards for each level of qualification. Some professional qualifications or memberships can be considered equivalent. Equivalency is usually evidenced by an Equivalency Certificate from UK Naric.

" Bachelors degree (e.g. BA, BSc, ACCA) - 30 points

" Masters degree (e.g. MA, MSc, MBA, ACCA, ACA etc.) - 35 points

" Doctoral degree (PhD) - 50 points

Note: ACCA Parts 1 and 2 will be considered equivalent to a UK Bachelors Degree. Full ACCA (Parts 1, 2 and 3) will be considered equivalent to a UK Master's degree.

Persons with an MBA from one of the top schools on a list of approved MBA schools or from a UK university may qualify for an automatic 75 points. Those applying under the MBA provision still have to evidence their English language ability, even if their qualification was obtained at a UK, US or similar educational establishment. Points are awarded for earned income in country of residence over a 12 month period within the 15 months prior to the application being submitted. Countries are divided into 5 country code tables, named A, B, C, D and E. As an example, the UK is country code A. The earnings points thresholds are as follows:

Earnings are per annum pound sterling equivalent gross figures, meaning before tax has been deducted. Income considered can be from part-time work and must be income that is personal income (salary, bonus, etc - not share dividends except in very specific circumstances where the applicant is involved in the day to day management of the company from which he or she receives share dividends). There are now a variety of points available for the applicants age at the time of application:

" 32 and over - 0

If the applicants are about to reach their 28th birthday but still have not, they can claim 20 points if the application is received before their 28th birthday. The same is true for the other age categories.



[edit] UK experience (5)

These 5 points are available for UK work or education experience. This can be either through having gained a degree in the UK within the last 5 years or if you are claiming UK earnings points.

As with the previous system, applicants still need to prove that they have sufficient funds to maintain themselves in the UK and that they intend to make the UK their home.



[edit] HSMP extensions

One of the major differences under the new system relates to HSMP extensions. These will now be decided on a similar basis to the new HSMP, with the exception of the age requirement being 2 years higher and earnings only needing to be evidenced for an 8 month period on a pro-rata basis on the UK earnings points table for those who had their initial HSMP approved for more than 12 months. Those who had HSMP approved for more than 12 months (usually a 2-year period) will have to meet the same criteria as required for a new HSMP application.

Those HSMP holders not qualifying for the extension but who have held their current jobs for at least 8 months will have a slightly relaxed path to a work permit, but will still need to get an employer to sponsor a work permit and other requirements of work permits must still be met.

Those that do not hold a qualification at least equivalent to a UK Bachelor's degree cannot qualify for either a new HSMP or an HSMP Extension based on the rules published on 7 November 2006.






고급 인력 프로그램 (HSMP) 는 영국에 고급인력 계층이 이민을 와서 일자리를 찾거나 자가업을 할 수 있는 기회를 제공합니다.

이것은 영국의 다른 워크 퍼밋 제도와 다른데, 다른 워크 퍼밋 제도와 같이 영국 내 어떤 회사로부터 스폰서를 받지 않아도 됩니다.

이 제도는 2006년 11월 7일에 바뀌었는데, 포인트 제도는 새 지원자들과 또 현재 체류하는 사람들 중에 연장하기를 원하는 사람들을 위해 도입이 됩니다.

이 도입은 많은 이들로서 대모를 하게 했는데, 이는 그들이 HSMP 비자를 연장 할 때 영국에서 杆겨날 확률이 늘어났기 때문입니다. 그리고 영국 상원 국회와 하원 국회에서는 이 새로운 제도는 인권 보호법을 위반 한다는 변론을 하고 있습니다.

포인트 시스템

그 HSMP 시스템은 이민국에서 새로 도입한 포인트 제도입니다. 통과하기 위해서는 최소한 75점 받아야 하며 2006년 11월 8일부터 아래의 제도가 도입 됩니다.



영어 실력 (필수)

이것이 이전의 시스템과 가장 큰 차이점인데, 지원자들은 꼭 그들의 영어 실력을 아래의 수단의 통하여 증명 해야 한다.

IELTS 시험.  지난 2년간 6점이상의 성적을 낸 증명서

영국 학사 과정 수준의 교육을 영어로 이수 한 증명

IELTS 시험과 비슷한 다른 영어 시험에서 IELTS 6점 수준의 성적을 거둔 성적 증명서.

만일 지원자가 영어 실력을 위와 같이 증명 하지 못하면 그들의 지원은 성공적이지 못할 것입니다. 그리고 추가로, 영어 능력 증명으로 학사 과정 이상의 코스 예. 석사, 박사 코스는 영어 실력 증명으로 합당하지 않습니다.



학벌 (50점)

학력은 학사, 석사, 박사로 분류되며, 이에 따라 다른 점수를 부여한다. 이외에 다른 학벌은 위와 같은 수준으로 구별된다.

다른 학벌을 고려할때는 UK NARIC으로 받은 학위 수준 증명서가 있어야 한다.

학사 과정은  30점 부여

석사 과정은  35점 부여

박사 과정은 50점 부여한다.



알림: ACCA 파트 1과 2는 영국 내 학사 과정 이수와 동일하게 인정해 준다.

ACCA파트 1,2,3은 영국 내 석사 과정 이수와 동일하게 인정해 준다.

영국 내에서 인정한 최고의 대학에서 MBA과정을 이수 받은 사람은 자동적으로 75점을 받게 되는데 이 리스트는 아래에 있다.

MBA 이수과정을 하고있는 사람들은 그들의 영어실력을 증명해야 합니다, 이것은 영국이나 미국 내에 학교에서 MBA를 이수 받은 사람들에게도 동일하게 적용됩니다.

연봉은 파운드화로 최대한 가깝게 환산 해서 계산 하며, 세금을 빼기 전 금액으로 합니다. 지급은 파트타임으로 해도 상관 없고, 반드시 개인적인 수입이어야 합니다. 예를 들면 연봉이나 보너스를 포함하며, 주식이나 다른 특별한 수입을 포함하지 않습니다.

지금 부터는 지원자의 나이에 따라서 점수를 부여하는데 아래와 같다.

만일 지원자가 28세 생일이 다가오는데 아직 지나지 않았다면 그들은 생일이 지나기 전에 지원하여 20점을 받을 수 있으며 다른 연령대도 마찬가지다.



영국 내 경험 (5점)

영국에서 예전에 공부를 했다던지, 일을 했었다면 추가로 5점을 받을 수 있는데 이것은 5년 이내 영국에서 만일 대학 과정을 졸업 한 사람들에게 적용이 됩니다.

예전 시스템과 마찬가지로, 지원자들은 영국에 살고 싶다면 영국 내에서 사회 보조금을 사용하지 않고 자신을 재정적으로 지원할 수 있다는 증명을 해야 합니다.



HSMP 연장

새로운 시스템에서 변화된 연장법 입니다. 이제 HSMP 연장에 관한 원서는 무조건 새로운 시스템의 결정법에 적용이 되어 결정될 것입니다. 여기서 예외는 오직 연령 제한이 2년 높아진다는 것이며, 또한 봉급을 증명하는 서류는 HSMP 비자를 받은지 12개월이 지난 사람들은 PRO-RATA식으로 8개월 치만 준비하면 됩니다.

HSMP를 받은지 12개월이 지난 사람들은 (보통 2년) 새롭게 지원하는 HSMP 의 조건을 다 충족 시켜야 합니다.

HSMP 비자를 가지고 있지만 연장할 자격이 안되는 사람들 중에 직장에 일한지 8개월 이상된 사람들은 조금더 쉽게 워크 퍼밋을 받을 수 있는 조건이 주어지는데 그러나 고용인으로부터 스폰서를 받아야 하며, 또한 다른 워크퍼밋의 조건을 충족 시켜야 합니다.

영국 내 학사과정과 동급의 학위를 가지고 있지 않은 사람은 2006년 11월 7일부터 영국에 HSMP로 지원을 할 자격이 없습니다.
